why are my CPU fans cycling up and down every now and then?

New build: seems the radiator fans are cycling up every now and then...also see a cpu spike when on line viewing videos.

Depends which header you have them connected to on the motherboard. They are probably responding to changes in CPU temperature, which is a good thing.
