Is this used Xeon build a good deal!

Offered specs:
Intel Xeon w3550 @ 3.1GHz (8 cores)
Gtx 750 Ti
8 Gb of ram
1 TB Hdd + 500Gb Hdd
Lenovo Case with 650Watt Psu
Samsung 22 Inch led monitor 1080p res
Mouse + keyboard+Speakers

all for (7800 EGP) ~/= $442 (USED!)

so is this a good offer or should I invest in a new build?
My current budget is $850 Maximum and also consider that Gpu prices where I live are inflated due to mining regarding anything above a 1050ti so the lowest price for a GTX 1060 6gb is around $397 where I live

Please give me suggestions if I should build a new system with my budget or get this offer mentioned above. thankss <3

A w3550 is a 4 core CPU so unless there are two of them you don't have 8 cores. You have 8 threads, but not 8 cores. That CPU was released in 2009. A 3Ghz CPU from 8 years ago is not going to be great today.

You would do better to get a G4560 with a B250 motherboard, DDR4 RAM and a 1050ti. That will be better than the Xeon listed above.
