Newly built PC doesn't turn on after shutdown unless I reset CMOS

It's a rather weird issue. I have an Asus Strix z270f motherboard, CX 430 PSU and Core i7 7700K CPU.
The thing is, if I shut the PC down either from an operating system(linux or windows) or via the power button, it doesn't turn back on. When I press the power button, the hard disks turn on, the cooler's light turns on but the radiator fan doesn't spin and the system doesn't boot. Also, no display. The motherboard has RGB lights and if it starts booting correctly. it should start the animation I set. Else it'd just cycle through rainbow colors. It doesn't do that animation.

I've noticed that often when I disconnect power completely, unplug the radiator fan slot, it sometimes boots. Then again, if I shut it down again, it acts weird and won't boot. I've tried disabling Qfan and stuff like that.

I'm scared to shut the PC down now
 


Are you running on the latest bios?

No, but could that be the problem? I don't have any unsupported hardware though
 


Update the bios and see if the issue still persists.

I've updated the BIOS and still this isn't fixed. I noticed that if I wait for a few minutes after connecting power, it boots up normally. It's as if something needs to charge up or something
