Should i upgrade cpu or ram first?

Sorry it has been a while since i have messed with pcs and been on top of my game. This is the motherboard i have

i was wondering if it will handle this processor and its wattage?

should i upgrade ram first or the cpu first? i ask because i am kind of lagging on Player unknown battlegrounds

VIDEO CARD: nVidia GeForce® GTX 660 2GB, AMD Radeon™ HD 7850 2GB

You see, your hardware is on the borderline area. More so because, the platform is old and obsolete and the modern games has more technically advanced APIs' that these old hardwares struggle to optimize. Also the IPC of all AMD chips before Ryzen, including your current BullDozer and future PileDriver were very sluggish compared to Intel chips.
Point being, you need to upgrade your platform to a modern one in case you want lag free experience on high to ultra settings. On that platform you cannot expect...

Also PUBG is equallu cpu, gpu and ram dependent. So you need to have good balance of all.
