I really want to ask is 2.2 GHz Enough to handle a Titan X ?

I am looking in to buying a Titan X(Not Pascal one (Maxwel)) so I would like to ask can My CPU handle it it is running at 2.2 GHz and currently pairing with a R5230

Two Xeon E5-2695V3 on a supermicro X10DAC Board and 128 GB ECC RAM
The thing that worried me is my motherboard does not have a support for Turbo boosting so I am stuck at 2.2 GHz

Thank but anyway this is my processor usage. PS I borrow a GTX 1060 6GB from friend but Guess what It lag when I run sims city and some old games crysis 1 cant even run but crysis 3 however can run at a playable fps with high setting I am wondering why
