Turbo Boost not working?

The i7 2600 says it can turbo boost to 3.8 GHz but it never does no matter what I am doing, the max it goes to is 3.47 GHz.

I just read that I cant overclock with the pc I have but can someone tell me why the turbo boost wont go to 3.8 GHz

Yes, you cannot overclock a non k intel cpu chipset. Download CPU-Z and check whether its turbo boosting to 3.8 GHz and also post a screenshot here. I dont see any reason why it would not turbo boost. In the bios it will always show 3.4 GHz.

I checked with cpu z when playing gta compressing files, other games, etc and it never goes past 3.5 GHz

Go to power settings in windows and select high performance mode and also restore defaults in the advanced settings of high performance mode.

restore the default values though;
If this doesnt fix, then clear the CMOS by taking out the battery from your mobo, wait 30 secs and then reinsert the battery back.
