Devices can see the 2.4 GHz SSID but none can connect to it, even after putting security to open.

Modem = Technicolor TC8717T
ISP = Time Warner

Ok, i have looked into many such scenarios on the internet and i can say there is an issue with the firmware on your WiFi router, you should get it replaced or claim warranty as there is no other way to deal with it, if you dont want to load 3rd party firmware on to the router which i prefer though coz a lot more flexibility.

Forgot to mention I've already reset the thing multiple times by holding the reset button as well as unplugged the power and replugged after a few minutes, unless restarting the router and/or resetting are done differently?

Mac Filtering Mode is set to allow all.

I saw your post regarding the 2.4 network. I had the same problem and changed the broadcast channel to a fixed channel instead of auto. My 2.4 network began working fine.

I have a similar issue which has been going on for like 2 years now.

WIFI network will randomly stop working, but for DOWNLOAD only and only for some devices and in certain parts of the house.
So my wife's computer might suddenly lose internet access, but her phone will be fine.
The only noticeable difference I could find was that the computer was connecting to the 2.5ghz network and the phone to the 5ghz network.

When this occurs the wifi will be up, signal shows as full, everything appears to be working, but a speedtest will show download speed at almost 0, yet upload speed will be at 8Mb.
I check the traffic stats on the router, nothing is caning the bandwidth.

I even swapped out the router for a spare, same issues.
