Slow download speeds

Im using a bell home hub 2000 (DSL) which is rated for 600 mbps but im averaging at about 2.3mbps download speed. Its not my drive. Do i need a network card? Im using ethernet, i have quite a bit of excess cable would terminating it to length make a major difference? My mobo (asus b-250m) is rated for gigabit networking. Does insufficient power to a router/modem affect download speeds over ethernet? Should i get a N.I.C.? Im not sure what the bottleneck is. Please help.

The DSL hub may be rated at 600 mbps, but it all depends on the network provider; check your network package and see the listed download speed mentioned there.
And no, nothing is wrong with your setup. The bottleneck maybe the service provider.
