CPU fan error with a brand new fan!?

I have turned my old gaming rig into an HTPC. I did it a few weeks ago and when it was finished, I got an error message telling me "CPU fan error". I did some diagnostic tests that's included in the BIOS and it could only get the fan spinning to a max of 374 RPM. That was with the fan that came with the liquid AIO cooler(it's an Alienware Aurora R4 PC).

So fast forward to today, I haven't used the PC at all since and I just installed a new Noctua NF-F12 fan to replace the old defective fan. Booted up the PC and low and behold, CPU fan error... Ran the diag tool again and it also spins at 374 RP max speed. So it would seem that the issue isn't with the fan. But I don't get why this happened in the first place. I had the PC in a closet collecting dust for about a year. I plugged it in, saw that it worked semi-fine, gave it a really thorough cleaning(took me 3 hours to do), then put it back together and now it gives me the CPU fan error. I didn't do anything to it regarding software, I only cleaned it. When I first booted the system with the new fan installed, it had a wierd swishing sound, quite audible like water swishing coming from the fan.

Can I plug the fan into a sysfan? Other threads from google searches, people's advice are usually to update/reflash BIOS which I can do. I already cleared CMOS without success. Any tips/advice? Anything is appreciated!

I've been testing a few things since posting. I lit a wooden stick and smoke checked if the fan was spinning, which it did. The monitoring software told me it wasn't running which leads me to believe that the sensor might be the issue. I then tried another 140mm fan in the CPUFAN socket while the 120mm actual CPU fan connected to the SYSFAN socket. Doing that actually got me past the CPU fan error. I then disconnected the 140 fan with the CPU fan plugged in the SYSFAN socket, that also negated the error and it worked surprisingly well. The temps with the CPU fan in the CPUFAN socket got me about 45C but when it was plugged in SYSFAN, it lies at 38-44C.

While this isn't ideal, it does work for now. If anyone still has any tips, fixes or advice it's still appreciated!
