I was wondering if i should get this graphics card: https://www.amazon.com/Gigabyte-Geforce-GDDR5-Graphic-G... Which has one fan or this card: https://www.amazon.com/Gigabyte-Windforce-128-bit-Graph... Which has two fans. Heres my current pc build: https://pcpartpicker.com/list/6rxJJx

Solution
yeah, pub G is a CPU heavy game, your CPU isn't particularly strong, not for PUBG anyways. I suspect it will run at like 20-25FPS with the GPU.

can you provide another link to the products? it wont open. the simple thing that i can suggest is get the one with dual fan. also if i may suggest, better dont use old amd processor, it would most likely to bottleneck some new graphics card and it will struggle really hard if you playing a lot of cpu intensive games

Im assuming pubg struggling means around 20 fps? without any graphics card I run ow at 30-40 fps and pubg at 5 -20 fps
