High End PC Low FPS

Hello,

I get ~50-70 fps in CSGO when people with worse PCs claim 200+ and I've tried 100 things from multiple forums to try and boost my fps but to no victory... I am currently running:

- i7-4790 (3.6GHz 8 CPUs)
- 16GB RAM
- Geforce GTX 1070 (8 GB RAM)
- Windows 7
- CSGO runs on the SSD hard drive
- 2 monitors (144Hz 1080p for game in fullscreen windowed and 60Hz 720p TV for general use)

Any ideas?

EDIT: I just ran a UserBenchmark: http://www.userbenchmark.com/UserRun/4883720 and it looks like my CPU is the problem. I hear CSGO is very CPU intensive. But why is my CPU running so poorly or just not running as well as it should?
 
It's definitely not running like it should, You should easily be reaching 300fps. Try disconnecting your 2nd display and launch the game and see if that changes anything.

You can set the video card Power Managment to prefer maximum performance in Nvidia Control panel.

Also make sure your drivers are up to date.

Some research I have done about this issue would be kind of because windows 7, Upgrade it. Windows 7 is 10 years old. Pretty sure thats before the i7 Came out. Maybe its not working because Operating system isn't new enough? Could be a possibility.
Just throwing ideas out there for you.

I disconnected 2nd display and nothing changes at all. Still 50-70fps. Since this post I also added a liquid cooler to ensure temps were low, and replaced the 2nd display with a 1080p monitor that I had (60Hz but fps is not limited to 60 in the game).

Ya I've tried a million things but nothing works. I'll be testing Windows 10 next but I'm just shocked that the OS could made that much of an impact... like say 150-200fps drop because of it seems drastic ya know?
