Not gaining any fps when dropping to lower settings or changing resolution

I just built a new PC but can not seem to get any performance increase in my games even when going from ultra to very low. I thought it might be a CPU bottleneck but when I use MSI afterburner cpu usage is not hitting anywhere near 100% it stays around 35-40%.
For example in League not a graphically intense game no matter what setting its on i get around 100 consistent fps .
If anyone could help i would appreciate it I am stumped.

My Specs:
Cpu: ryzen 5 1600 (oc to 3.9)
gpu: msi gaming x 1080 ti
mobo:asus prime x370 pro
ram: vengance rgb 3466 (running at 3200)
Gaming at 1440p 144hrz

It sounds to me that your CPU is bottlenecking your GPU, your gpu cannot spit out more frames if your cpu cannot keep up with it. What is your GPU usage during graphically demanding games?

EDIT: Saw your firestrike score, your graphics score is definitely too low for a GTX 1080 Ti, my GTX 1080 gets like 4k more than your graphics score.
My first task when I build a computer is to test it and make sure everything is functioning as it should before I throw games at it.

I use MSI Afterburner to monitor CPU and GPU clockspeeds, temps, percentage of usage, and framerate to start. Run something like 3dmark. This does two things. One, it's a benchmark and you'll get a score you can compare to others with the same kind of setup. Your score should not be radically lower. Two, while it's running you can watch Afterburner's information. Are your card clockspeeds as high as they are supposed to be?

Sometimes components will throttle before temps get too high, as your computer tries to prevent overheating. If that happens then usage percentage will stay low and you'll wonder why since temps aren't that high. If you see clockspeeds are staying low, that's evidence of what's going on.

So i ran 3d mark and i got a score of 9239 however that is on the lower side as almost all the scores i saw on there got a score of 20000-22000. Some with an even weaker oc. I monitored the usage of the cores and they were all at max in the 60.

Would that imply that my cpu is bottle necking. or is it something else since both my physic and graphics card scores were lower than systems like mine.
