i have always assumed to know this answer however after reading the article i thought maybe i should clarrify.

what does the sdwitch on the back of the PSU do is it for the difference in the electrid grid EU vs USA

It is for setting the correct input voltage! that is 115 Volts US 230 Volts EU as well all other countries based on which std line voltage they use.
It's to switch voltage input depending on the power grid of the country. The switch just changes tap on the transformer so the components are getting the right voltage. Select the wrong voltage and you can damage components, hopefully just pop the fuse if too high.
 

Older PSUs did have a switch the you had to change, depending on weather your power came from a 230VAC standard or a 120VAC standard (USA). Newer PSUs have Active PFC, which auto senses what standard is being used and provides the correct output for the PC to run. If possible, stay away from the PSUs with the manual switch.

 


It means the PSU is either old or a complete piece of crap and needs to be thrown away.
