GTX 970 capped at 30fps in all games!

So I've had this problem since I bought my pc around 2 years ago. I never really asked for help because for some reason, theres a weird fix to this problem. If I restart my computer when I get a fps cap, and then immediately start any game from the desktop, I get good performance. But if I for example start chrome or any other program before starting my game, it gets capped.

When I've searched up this bug before, all I get is cases from specific games, but for me this applies to all games.

Also, this "bug" doesn't affect all games, for example League of Legends and CS:GO, and other "less demanding" games doesn't require me to restart.

 
Solution
I'd check the Nvidia Control panel or/and Geforce Experience to see if VSYNC overide is enabled in all applications, It should be at 'Let the application decide' so that VSYNC can be altered in game.
