Wet Desktop, can I turn it on?

desktop got wet, hurricane harvey, The bottom of the case has little to no water in it, and the water thankfully didn't get to the PSU, the only things is got to were about 1/5of the bottom of the Mobo, and sadly, I think it may have gotten the GTX 1070 :(. But, thats it, oh, and 1 case fan. Is it ok to turn it on? I would take out the GPU, and test that later, but, If I take out the GPU, blow some fans on it, and let it dry, turn it on? It's a pre-built, and a custom case, so, dismantling all of it would be a pain, but, I'll do it if I have to.
Any thoughts?

I agree you shouldn't be mucking bout with other peoples belongings without first getting consent from the owner. If you don't know who that is then just no.

As far as water damage to electronics goes - not actually that harmful as long as it's dried out completely before power is connected but it may take a lot longer than a couple of days, more like a week or two in a dry environment. If it was mine I would take the side off and remove all the parts and leave it somewhere to dry for a good long time. Might remove the battery as well but if it's going to cause damage it likely already has.

Water tends to get into all the tiny little spaces and can be very slow to dry completely. One time I repaired a friends PC after their cat peed...

Good grief no.

It needs to dry out for at least a day or two.

After drying, do you think is ok to turn it on?
And, guessing it should be completely dismantled...

I would just leave it.
It's not yours, it's not theirs....I'm thinking someones insurance company is going to have something to say about ownership.

You can imagine what that did. I dismantled it, hosed the motherboard down with a garden hose and cleaned the corrosion off the RAM connectors. After drying in the hot water cupboard for a week it worked just fine - after appearing totally dead at the beginning - I wouldn't have taken a hose to it if it was working.
