i7 4790k is being weird

So my temperatures have been spiking from 35 to 65 when idle. When using it 100% it will go to ±85 degrees. It also says that it's only running at 1-2 ghz. And benchmarks show it to perform far below average.

I've tried a lot to fix this from: reapplying thermal paste, buying a new cooler, adding extra fans and running the system out of the case.

Please help me

It could be. I have one of those coolers with plastic pins you push in. All are pushed in all the way but i could only turn 3. i don't think it matters though if i try to move my cooler it will just stay in place.

ah that sucks then because the last one won't budge no matter what i try. I'll buy a new cooler without plastic pins then.
