Bad PCI-e slot in Z170A Gaming Pro Carbon (turns on and off)?

I have a Z170A Gaming Pro Carbon. It was working fine, but I recently changed out graphics cards in 3 of the first PCI-e slots. When any GPU is plugged into the second PCI-E slot, the mobo keeps turning on and off (it starts to post, and I can access the bios even, usually), but then it just turns off. If I pull any GPU from the PCI-E slot it works fine. I tried changing around the GPUs and risers and the same thing. Any way to tell for sure if this is bad PCI-E or is this possibly something else?
