Been getting hammered by my father about if windows would only take 4 gigs of ram and only recognize 4 gigs of ram. That anything over is useless and a waste. Is this true or is my father outdated? He used to build computers and trouble shoot them too so hes not a newbie to the computer world.

That is VERY old information. Gamers these days are being recommended 16GB for their higher end gamer rigs. Productivy centered rig(Lightworks, PS, CAD, editing and rendering etc) are looking to 32GB.

When the 64bit OS came along 4GB was OOOOOLD news. The 32bit OS could only see 4GB. He probably remembers IDE hard drives that needed the person to change the jumpers for Slave or master. We moved on to SATA and to the M.2 drive...

I was using almost 5GB last year. I've heard of gamers using MUCH more than that.

No, it isn't useless.

Your father is outdated. Almost all Windows installs are 64bit. The OS can use more than 4GB. There are still LOTS of 32bit applications that are limited to 4GB per application. But you can have multiple of them open simultaneously on a 64bit OS with 100+ GB of RAM.

Is over 4gb useless? Well, I have 24gb and running Windows 10 and Forza Horizon 3, I use about 10gb of it.

As others mentioned, 32-bit Windows = Max 4gb, 64-bit Windows = Max 18.4 exabytes(18 million terabytes), but as you can imagine, there are other limitations like how much a motherboard and CPU can support and the physical size of having such a massive amount of RAM.

Right now, over 16gb is pointless for gaming as games don't use that much and the rest will go unused. I went with 24gb because I tend to keep my systems for a long time and I decided to max out my motherboard. Above 16gb is a good idea if running productivity software that can use it.

My system has 32GB.
Currently as I sit here, 14GB In Use.
Win 10 Pro + 2 Virtual Machines. Win 10 Pro and LinuxMint.

The Linux VM is running so that I can check suspect URL's without affecting my my host system (Win10), and the Win 10 VM is part of a development network for building applications. There is also a Server2012 VM as a part of that VM network, currently not running.

Now..if all you do is Facebook and email, 4GB RAM may suffice...
