Internet going really slow when my PC is connected to it

Hi

I've been recently having troubles with my PC. My internet connexion becomes really slow when my PC is connected to it. I tried to check for a virus with Norton and Malwarebytes but nothing. I also reinstalled windows but it didn't change anything. I changed my rooter and it didn't work either. I'm using Ethernet but the cable works properly on other devices. Anyone can try to figure out the problem ?

Make and model router?

Check your network adapter's configuration settings. Make sure that they match the router. If there is an "auto" setting - change it to manual. If manual - try auto.

Windows 10? Run the built in troubleshooters. See if the troubleshooting software finds and fixes anything.

Reinstall the network adapter's drivers. The existing drivers may have a bug or may have been corrupted.

Run and post the results of "ipconfig /all" (without quotes) via the command prompt.
