PC randomly rebooting when using any Web Browser, but works fine in Safe Mode

Hello,

can someone shed some light or give me ideas what could be behind the following PC issue?
PC was freshly reinstalled, incl. "zero erase", currently running with win 7 64bit, SP1
The issue is, that it keeps rebooting randomly when using ANY web browser.
I have tried to reinstall the Network Card driver, but it keeps rebooting.
The PC is fine as long web browsers are not being used.
However... when I enter the Safe Mode with Network enabled, the web browsing is not causing any reboots.
That said, it only occurs in Normal mode.

I am not sure if this is an Windows 7 issue, since from what I have googled so far I found that it occurs even on other windows systems, and I did not found a solution to it via google, it was not the flash player, it was not the web browser, it was not the network adapter driver... at least not from what I tried so far.

Any advice is welcome.

Is that network card a pcie card?

If yes, then try going into control panel and then power options, then to advanced setting and setting windows to not use power management on usb and pcie ports. Then retest, or try uninstalling the driver and updating with a new driver or the card is faulty in my opinion.

It is built in network chip on motherboard, not PCIe card.

I have made some tries to find a solution since my last post...
Disable automatic reboot, but did nothing. The pc keeps rebooting randomly when using web...
I have installed WhoCrashed app, but there are no BSODs, nor DUMP files created. upon this crash/reboot.
The GFX card seems to be set in PCIe properly.
In Safe Mode with network enabled - the pc runs absolutely fine even if using web.

I have reinstalled flash player,
Network drivers too.
No change.

I told my friend (whom the PC belongs to) to allow automatic Important updates for Windows, and after few days, he told me that the crashes when using web are way less occuring. but they still happen.

Also one more thing... occured... he told me, that he gets instant crash as soon as he opens up the ATI/AMD Radeon System Tray...
I have double-checked it and it really does!

So I have unistalled the goddamn ATI shit driver and reinstalled it with the latest one ...
but the scenario keeps repeating the same!
So it might be, most probably an GFX issue and not Network.
or it might be just another crash aside that networking one. I have no idea.
There are no crash dumps created so I can't say anything more to it :/

Honestly... cursed ATI drivers, they have been PITA since I remember they exist.
Never had such driver issues with nVidia...
