Me and my neighbors internet speed is slow on our computer but not on my phone.

Me and my my neighbor live in each our room in the same apartment but the landlord owns the internet and on my phone on our 5ghz internet i get 60-70mbps down, and 30 up, while on our computers we get only 0.5-5 mbps down and still 30 up, this is while we are all connected to the same network, we have messed around with the router settings cause we are the tech gurus in this house haha, but we can't figure out what the problem is, I have a Asus PCE-N53 300Mbps 11n dual band Wireless PCi-E card. We recently upgraded the router and internet and it worked very well for a few days, but yesterday it crapped out on us and we can't find any solution to it. Any help would be much appreciated.

Update.
When i turn on a download on steam the download speed suddenly shoots up. Anyone have any idea what this means?

Being "tech gurus", as you mentioned, leads me to the thought that someone was stealing services.

And now the landlord has put a stop to that.

Best to get together with your Landlord and work things out for everyone's benefit" his, other tenants, and yours....

Being "tech gurus" here means someone who knows about tech, and no as I said the internet and router was recently upgraded for the reason of being slow and we have the password for the router so we know who is connected to the internet, no else but the tenants here and the landlord is really nice.

Last night after i posted this i got 80mbps down and 30up on my phone, still the same results on our computers. Our landlord upgraded the internet and router since it was slow for us so he has not put a "stop" to it. We both pay rent which includes the apartment, power and you guessed it internet. So nothing unethical or illegal.
