Getting DVI no signal when powering on PC. Would have to power PC on again to get it to work.

I had this problem in the past but it seems to happen more often.

When I turn on my PC sometimes I get DVI no signal on my monitor and I would resolve it by powering off my PC and turning it back on. Often it works. but now it is happening more often. In the past I would fix this by reseating the video card but the problem will come back later, maybe week or months later.

If reseating or repowering on my PC doesn't work I had to use integrated gpu to use my PC and later in the day or the next day my video card will work again.
And no my GPU is not sagging.

Now I want to fix this for good. Is this problem with my GPU or motherboard?

Intel i5-3470
MSI ZH77A-G43 LGA 1155
XFX Double D Radeon HD 7870
8GB ram
550 Watt PSU
Windows 7

EDIT: Wonderful timing! I was playing the game and the monitor went gray! I powered off the PC and turned it back on and... Nothing. Not even plugging in the integrated gpu port work! I will clean and rebuild my PC and report back.

EDIT 2: Ok this is my finding... When I power the PC on with GPU installed it does not display not even integrated gpu works. When I removed the GPU it will display and boot fine with integrated gpu. I tested the PSU with Dr. power II and it didn't find anything wrong with it but of course it does not test the PSU under load so...

Is the GPU the problem?

Okay we have reached the point where either your PSU, MOBO or CPU is the problem. Take the MOBO out of the case and put it on a table. Clear the CMOS, and take the battery out for half an hour. Use a screwdriver to short the power pins to turn it on. If it still loops, take the CPU out and reseat it. If it still happens, then it's probably the PSU, try another one that you're sure that works. If it still doesn't work then it means that either your MOBO or CPU(rare but possible) are dead.

Well yes I still have old video card but I dunno if it still works. It is in the storage right now and I don't know which boxes it is in.

Well bad news everyone... I think my PC is kill.

I was putting PC back together minus the GPU so I can still use it but in the process I forgot to plug in the CPU power and after I powered it on the PC shuts off right away. Remember what I forgot to do I plug in the CPU power and...

The PC is stuck in power on off on off loop. I googled it and unplugged EVERYTHING so that the only thing installed is CPU. Still no go still stuck in power on off loop.

I'm fucked am I?
