my CPU Speed is Unstable

my CPU speed is jumping from 3000mhz to 3420mhz when idle and when i run a stress test using CPU-Z or open a game that requires a lot of CPU it just sits at 3270~3300mhz? how do i make it run at full speed which is 3.5Ghz..? i have an i5 7400 and H110M PRO-D motherboard
 
Solution
The changing speed in idle is background processes but you aren't actually idling since it's not going to idle clocks. You've got some processes stealing performance. 30mhz is irrelevant and nothing stays perfectly at clock. Some software just won't report the natural fluctuations. You can't oc a locked cpu on a locked mobo. 3.5ghz is only when 1 core is being used.
