Solution
Here is the windows services you can disable. Use blackvipers safe desktop butundestand if you have a printer for example you have to keep the print spooler enabled. Disable a few and test for a while to make sure all addon hardware isnt effected. Pick your OS and away you go.

To stop programs from loading memory resident files search for msconfig. Click on the services or startup tab and unclick the check box to not start on next startup.

yea ill be mostly online games so is there something to decrease ping ?

Unless your ethernet controller is a bigfoot with its own processor you need to free up CPU time. Check your video card profiles for the online games to limit FPS max. This way you CPU has more time for connection issues. For example I set my CSGO's FPS_MAX 128 and it stays about at 128 all the time. I do 128 because its works with the 128 max on connection cl_cmdrate “128” and cl_updaterate “128”. If you have a more powerful video card I suggest about FPS_MAX 150 for CSGO which would also cover a 144hz monitor. .
