Rules to enable dual-channel mode
To achieve dual-channel mode, the following conditions must be met:
Same memory size. Examples: 1 GB, 2 GB, 4 GB.
Matched DIMM configuration in each channel.
Matched in symmetrical memory slots.

Configurations that do not match the above conditions revert to single-channel mode

Since your ram is of different size(8gb and 4gb) your motherboard wont switch to dual channel mode. It will only run on single channel mode.

Check the below link for more on dual channel:

https://www.intel.ca/content/www/ca/en/support/boards-a...

Peace.

It was probably running both the ram in single channel, but the boot issue is not the dual channel one. How many ram slots do you see in your motherboard? Did you try all the slots with only one ram sticks?

Try clearing CMOS: Remove the side panel, locate and remove the CMOS battery. Locate the BIOS configuration jumper for your motherboard (often very close to the battery, refer to your manual for additional information) and move the jumper from pins 1 & 2 to pins 2 & 3. After 15-20 seconds, move the jumper back to the original pins.

Peace.

You are saying only the 8gb stick is working fine on the second slot not the first slot and 4gb is not working in any of the slots. But you told both sticks were working fine one at a time in both the slots? Please help us with proper details.

Okay, Now do a memtest on the 4gb ram stick and check if its the stick or the slot having a problem.

Peace.
