Fps drops and cpu usage 100%

Hey guys. Im having a issue and i just want to know everyones opinions. During my game sessions ive been experiencing fps drops where it makes it impossible to play. Im running overwatch on low settings and usually get 110 to 150 fps and when it drops i go down to 20 to 30. My pc is 3 years old and here are the specs

I5 4690 3.5ghz
Gigabye ga z97 hd3
8 gigs ram 1600hz
Gtx 750ti
600w 80 plus bronze
120gb ssd + 1tb hdd

My op system is on my ssd and all my games are on my hdd. I ran a userbenckmark on my pc couple days ago and everything scored great except my gpu and ssd. Ssd had a 39% score. Could faulty ssd be the issue? Ive also done some research and cpu throttling can cause this i guess. Havent replaced my thermal paste since i got the pc and the heat sink was kinda dusty. I cleaned the dust off and the issue was still happening. When the fps drops my cpu usage spikes all the way to a 100 and my cpu temp got as high as 78C. This scared me.... any ideas? Ive tried a malware bytes sscan and it found nothing. I didnt notice my gpu usage when this happens but the gpu temp was sitting at 60 to 65 when it happens. Any help is much appriciated.

If the games are on the HD, the performance of the SSD would not be a significant factor.

Watch task manager... rank the exe files by CPU usage and see what is eating CPU cycles when the drops occur. Identify which exe files they are and do a web search on them, determine what they are and if they can become disabled. MB is a nice tool but it's a very limited tool. To get a full system scan download a free trial of Kaspersky or BitDefender Internet Suites.

The fps drops only last a few seconds and the cpu usage is normal before this happens. It seems the fps drop is causing the cpu usage to spike. It only lasts a couple seconds then it goes back to normal.
