Does the Antec VP550P really not have an MOV

I have been confused between buying an Antec450P and an Antec 550P. For each, I came across the below reviews.

Antec450P

Antec550P
https://www.techpowerup.com/reviews/Antec/VP550P/

I did not find a hardwaresecrets review of the 550 Model. Not sure how credible techpowerup is.

The 450 review by hardwaresecrets says that "The MOVs are located in parallel with the electrolytic capacitors from the voltage doubler circuit." It's mentioned here

While the 550 review by techpowerup says "Unfortunately there is no MOV (Metal Oxide Varistor) present so the PSU is susceptible to spikes coming from the power grid, unless you use a surge protector with it." This is mentioned here.

Moreover, Antec's website mentions "Surge & Inrush Protection (SIP)" as one of it's protections under "CircuitShield™"

Things don't quite add up
1. How does a PSU with no MOV provide surge protection
2. How come the 450 model has it, but for the 550 they've removed it. (450 is by FSP while 550 is by Delta from what I hear, after all that I have read about Delta, finding it hard to believe Delta would choose to remove an MOV.)
3. Even the hardwaresecrets review does not mark the MOV on the image (they usually do), could it be that it's placed at an unconventional location and hence got missed out by techpowerup (550 review)

All in all, can anyone confirm if the 550 model has an MOV or really does not as it's the only deal breaker for me at the moment.

You will be hard-pressed to find a both quality and modern PSU without Active PFC. Seasonic is in all aspects a better PSU than this Antec, but as you correctly noticed (and kudos for a detailed research, btw!) active PFC does not play well with modified sine wave UPS.

I would sell this UPS and get a proper sine-wave one. You are then free to pick any Seasonic/XFX/EVGA B2/G2/B3/G3 or similar quality PSU.
No, the 550W model has no MOV, and to make things worse, even the 650W models lacks it (here is the complete review of 650W model):

http://www.tomshardware.com/reviews/antec-vpf-650w-power-supply,4232-10.html

It does provide basic surge protection by other means, but it is much worse without a MOV. The 450W model is not made by Delta, but by FSP, and is a completely different design, hence the MOV.

In reality, all 3 PSUs are... mediocre at best, tier 3. I would not use either of them unless the budget is very tight.

Would you then recommend I go for the Seasonic S12II-520. Seems like a tier 2 PSU. However, things that made me skeptical are

1. Not as many protections as the Antec VP PSUs. (I don't mind fan noise, unsleeved cables etc) all that really really matters is that all my components stay safe in the event my PSU dies or I get irregular voltages from the wall. (I live in an area that's prone to voltage fluctuations).

2. Single 12V rail and no OCP. I read here that it does not provide over current protection and has a single 12V rail. A little unusual to me for a >500W PSU.

3. It has active PFC which is known to have compatibility issues with modified sine wave UPSs. I have a modified sine wave UPS and would be very disappointed to know that after spending much more on a PSU I'll now have to spend more on a pure sine wave.

My budget is actually very tight, but am open to stretching and going for the Seasonic only and only if it's going to provide me something absolutely necessary with regarding the safety of other components and would be putting my components at stake by going with the Antec.
