Am I being silly or is my rig performing poorly, question mainly regarding backgrounds and smoky effects.

So I am not entirely sure on how to say this but I'll try as much as I can.

Had plenty of different issues. Issues with the monitor and the headset too, and I'm having those returned since I know it's nothing I can do.

But I believe I'm getting very poor performance from my 1070 or something else, I'm not very educated on PCs but not a completely green either.

I feel like I got very poor performance in WoW, very low FPS for a 1070, lots of FPS issues in games (mainly been playing rocket league and WoW), in WoW it was just very unstable and I dropped hundreds of FPS in WoW just by moving my camera at times. When I play rocket league I get random FPS drops in online games.

Maybe this can provide some extra background to what I'm specifically asking for now which is what my title was about.

I have noticed that in a lot of games I end up seeing very poor quality on loads of backgrounds. Usually, characters etc look really good, but this issue bothers me still. Whenever there seems to some sort of movement, smoky effects seem to be worst and are almost always looking like crap, but even some backgrounds that aren't moving will look like crap. It's like there are massive pixel squares moving around (I have pictures for these issues). I am really poor at explaining so I'll just link the pictures and see if you guys can make any sense of it.

Settings for the games are the highest that they go. Maybe I am just expecting too much, but I know that a lot of people have had issues with the 10series, and I also don't remember having these issues with my old pc, which only had a 670.

I might have other games that I can try and have a look at too and take pictures if these aren't good sources.
