Crucial 8gb DDR4 oc problem.

When I boot pc with 14-14-14-30 2400mhz at 1.35v it's working fine. But when I try 2400 with 13-13-13-30 the frequency getting reduced to 2133mhz. Somehow bios is automatically down clocking the dimm.
Any inputs at running low latency without getting downclocked.
Thanks in advance.
Board is gigabyte h110s2.
 
Solution
Out of those three sets of timings, the 13-13-13-28 @ 1.20 V is the best option because the overall effective memory latency is the least. That is, the memory is effectively running faster (compared to the other timings).

I was able to boot with 1.2v 14-15-15-30 at 2400Mhz. But even at 1.35v can't go any lower than 14-14-14-30 at 2400Mhz.

Please tell me which is better
14-14-14-30 2400mhz at 1.35v or
14-15-15-30 2400mhz at 1.20v or
13-13-13-28 2133mhz at 1.20v
 
The formula I use for "quick" comparison of memory latency and calculating very roughly the effective memory latency is -

(CAS x 2000 + 7000) ÷ MHz + t[sub]RCD[/sub] + t[sub]RP[/sub] + t[sub]RAS[/sub]

Note that this formula is APPROXIMATE, as there are numerous other variables involved in actual memory latency. But this formula is good enough for memory comparison.
