will the msi gtx 1050ti low profile work with 250w?

The minimum of a larger 1050ti is 300w but im gonna remove a 20w GPU and replace it with a msi lp 1050ti will i need to upgrade PSU?

You should list your pc specs including exact model of PSU, CPU and Graphics Card. At this size of psu, I would generally tend to go lower wattage gpu, GTX 1030 would be the highest model I would go on this psu. Maybe you upgrade your psu too? So you don't have this problem. If you have a bad psu and old one and you stress is much to the limits, it can break your computer and in worst case, it can catch fire (ok does not happen often, but be warned.
