Chromebook or Windows on Celeron?

So, I'm looking at two systems:

My brother only needs them for notes, but his primary familiarity is with Windows. Additionally, he might like access to flash games.

Which one is likely to be the better investment? I'm not fond of the Celeron processor, but it's a limited budget I have for the gift. (Canadian $). I want to get him the best experience money can buy, as long as money is <= $349.

Look at dell outlet store, you may be able to find an i3 that is refurbished/return for that amount if money.

If you live right near USA border, can you buy in USA? $350 is that borderline where you can find an i3 in the computer.

With windows, when you get an absolute bottom end system it is quite slow and very undesired experience.

Might see if some other family can toss in a litte money for gift.
