Cost difference between vendors and countries are very di8fferent, so the answer very much depends on how much extra money.
I did a few builds for an office and got the 4600 because it was a $5 difference at that point in time. The 4600 is also 2c/4th with 100mhz higher clock speed but also goes from HD620 to HD630 graphics.
For non-gaming use (so using integrated graphics) than the 4600 is worth paying $6-8 more
For gaming use (so dedicated graphics) I would say it is worth paying $5 more.
