Specs:
I5-4590
GTX 1050 ti
8gb ddr3 ram
1 tb hdd
350 watt PSU

Should i buy a 256 ssd for boot, or 16gb ram, or a new cpu?

Solution
SSD for boot. SSD is, by far, the best single upgrade of a PC. The only exception is for gaming with GPUs. Your life will change with an SSD as your boot drive.

EDIT: PSU upgrade is needed too.

List of Parts in order of importance.

1. PSU (Wouldn't want to damage your parts by overloading your PSU.)
2. SSD (So long as your CPU isn't overheating an SSD will be a nice upgrade for you.)
3. CPU (CPU is a little on the lower end for your setup, but as long as it doesn't bother you, you're fine.)
