Computer not cooling cpu

i have an i5-4690k with a corsair h100i v2 and just a day ago the computer was working fine and cooling everything but now it doesnt seem to be working. I have had this problem once before but i turned it off and back on and it worked fine. Now it just seems like the cooler isnt working but im not sure.
When i turn the pc on, the first time, it boots and goes to windows and i can use it for ~1 min but after that it shuts down because of the overheat protection on it. (i noticed that the clock speeds slowed down to 800mhz while within that minute of time as well, just assuming thats cause of high temps). I have tried to take the cooler off and all the thermal paste and replace it to make sure that wasnt the cause and it doesnt seem to be.
im not sure exactly whats going wrong with it when it was fine just yesterday.

Custom built pc:
i5-4690k
corsair h100i v2
gtx 1070
16gb ddr3 ram
2ssd (500gb samsung and 125gb kingston)
2hdd (2tb wd black and 1 tb random)
rosewill psu 650w

Ok, so if you compare both pictures, one thing is obvious: on first pic, where temps were too high, there's no CPUFAN value. Looking at second pic, that's probably speed of pump. So when your CPU was overheating, pump was not working, and looks like it was not even detected. Like, the cable was not connected properly perhaps? Or there is some electrical problem with either cooler or motherboard, and pump sometimes works and sometimes not.
Usually first suspect is failed cooler pump. But even with pump not working at all, CPU should not overheat in just one minute. That would only be possible if you had no cooler installed at all (or installed incorrectly). You should try booting straight to BIOS and check the temps there - if CPU temp is raising quickly, then you have to check if pump works. If CPU temps seem to be fine, check motherboard temps, esp at VRM - it may be motherboard that overheats. But if all temps seem fine, it might be something completely different that causes shutdowns.

in bios it slowly increases in temp to 100 degrees celsius so im thinking its the pump that has just stopped working. one of the tubes is really hot while the other one isnt and the back plate of the cpu burns to touch. i think im gonna try to rma the cooler and see if that fixes it.

I am not real familiar with other than heat sink cooling but that sounds very fast to heat up to the level you say. Did you install cooling system? If so maybe go back to scratch and that everything is doing its job or is it possible you have a blockage somewhere? And is the sound any different? May be able to trace it by memory of sound before and now? Like I said I am not the one for cooling systems but may help... Never know.

no, there isnt any extra noise or a different sound that i have noticed. i checked the cpu and the socket and everything is clean so idk
 


So indeed it seems to be temp related. If the temperature rises then sensor is probably ok. Do you have any other cooler at hand to temporarily install for a quick test?
