Low FPS with a GTX 1050 ti

Hey there. Hope you are having a good day. I have got a GTX 1050 ti and it's struggling really. I have 60-80 fps on CSGO on dust 2 with low graphics. Other specs: I5 650, 500w supply evga, 4gb ram ddr3, and old motherboard Aspire M3910. Also my dude told me something abut HDMIs. There's no HDMI coming out from Graphic card only one wire that is connecting monitor. Please help me! thanks!

You think that can cause huge fps fall? also what about HDMI, is that necessary?
P.S.
If I change my mother and CPU will that work? also I can put single 8GB RAM.

Not over 300$ If that is possible. I mean Mother and CPU, I've got ddr3 RAM so... Thank you anyways.
