i7 6700K High Temp issue, think it's my Cooler

Heya all. As the title suggests, I've checked a lot of the possibilities so far, and think I've narrowed things down to my liquid cooler that's the cause (first time using one, so I want to be sure), but to give a rundown of everything I've done...

Checked all the connectors are plugged in and made sure everything is seated securely. Cleaned out the dust that was clogging up the insides of my box. Re-applied thermal paste to my CPU. And reset my BIOS to default via the software (didn't pull the tab or battery).

The Issue...
Is that my CPU is still running 90+ degrees while idling in the BIOS, and it will frequently dial down the voltage and clock speed when at the highest temps. I think it's because the pump broke down, because unless the radiator vanes need to be absolutely spotless then it's definitely clean enough. And more importantly, when I was handling the hoses to remove the block and re-apply the thermal paste, they were only hot down by the block, and cool down by the radiator. That last bit seems to all but confirm the pump is broken, but this being the first time I've owned a liquid cooler, I wanted to lay out the problem and see what others thought?
