I'm experiencing an issue when I start any game either in full screen or borderless window, the frame rate is only 10-15 FPS. I have to press Control + Alt + Delete and bring up Task manager and then the frames will immediately jump up to 60FPS. It doesn't matter what game. Fallout 4, Call of Duty Black Ops III, Ghost Recon Wildlands... all of them
