If my motherboard shorts will anything plugged into the back usb ports get damaged? (Monitor,mouse,keyboard)

That chance is there, I've had a bad PSU take out a video card and in return took out the DVI port of the monitor I was using, HDMI and VGA would work, but DVI was dead.

It's very unlikely it would hurt the connected USB devices, but like I said, the Chance is there.
