CPU jumping to 90c - 100c when at 50%

Even when CPU isn't working anything it is around 50c (all 4 cores) and if it works at around 50% it already starts to reach 90c-100c. Is it possible that my cooler is so week that it can't cool down CPU even when it works at only half of it's speed? My CPU is I5 750, my cooler is just some cheep one I had from previous CPU, I knew it's not great but I didn't think it is possible to be this bad, after all it worked fine with my dual core 3ghz.. So what do you think is it possible after all that cooler is simply that week or could there be some other problem?
 
Solution
I found what a problem was, for some reason my CPU was going in overclock frequency even at very low load like 25%-30%, sometimes even at idle it would go in overclock frequency witch made it overheat even if load isn't that big. After I blocked turbo mod in bios even with turbo mod cooler off and 100% load it doesn't pass 80c.

I just got it now, and I got it without cooler of it's own, so I just used a stock cooler from my previous CPU, on that one it worked fine.

Not sure about CPU as I just got it already used, but cooler I replaced about year ego and it had paste on it when I both it (I got new that one). When I put them together cooler still had paste on it true it did seem a bit watery (As if it has somewhat melted, never even knew it could happen).

Additionally I did a bit more testing and it seems CPU temp starts quickly jumping up as soon as CPU goes above 25%.

CPU Thermometer, I tried different programs too but they give same results so there is no reason to doubt results.

CPU's fan is blowing toward outside (While looking at drawing would be toward you).

EDIT: CPU is actually a bit more to the left. right below PSU.

I tried reversing it but I don't see any change, I also tried setting fans on turbo mod and still no change. Even in bios temp was about 45-50. Just 25%-35% would make it jump to 65-80.

I wasn't sure how much paste is enough so to make sure I replaced a paste with a new one, I put 1g of it on CPU (There was definitely a lot less then that).

My temp definitely improved but it's still pretty high. Those are results now based on CPU load:

0% =35c- 40c
10%-15% = 40c
15%-20% = 45c-50c
25%-30% = 60c-70c
35%-40% = 65c-70c
45%-55% = 70c-75c
65%-70% = 75c-80c
70%-80% = 80c-85c
80%-85% = 80c-90c
100% = 90c-100c

Note that I only observed for 1-5min on each load, less then 2-3min for higher load as I didn't want to risk burning my CPU.
