What Should I Upgrade For Better FPS and Lower Temps?

What should I upgrade first? I currently have a PowerColor r9 380x GPU, an i5-6500 GPU, 8gb of ram, along with a 60hz monitor. I would like to be able to run GTA V and PUBG on a bit higher settings with lower temperatures. My budget is around $400 but I have no idea what I should upgrade to. Any answers are appreciated thanks!

RX 580 / 1060 6 GB would've done the job, but...
first, price is volatile right now, i suggest u stick with your old GPU for a bit longer
second, it's not worth upgrading for, the performance gain isn't really worth buying (replacing a GPU for only 30-40%ish increase?)

if u want real upgrade, check Vega / GTX 1070-1080 instead (of course i can't recommend these GPU either coz it's way out of your budget...Vega being out of stock [rumours said that on Q4 the custom-cooler edition is going to come, which means the thermal problem should be solved / at least minimized by them], 1070's volatile price, and 1080's MSRP)

Suggestion?
Clean up your case to help the airflow
if it isn't enough, opening the side panel should help cooling it a bit...

But for upgrading part:
just stick with your old GPU lil' bit longer and save up
then buy the GPU i mentioned in the 2nd paragraph + a 1080@144hz monitor (though the CPU might be the bottleneck now) the performance increase should be better

Solution

@OP
u can do this one too
with the bottleneck from the CPU [game dependant] + that 60hz, u won't be able to see it's full power (as fps beyond the refresh rate of the monitor are unseen) but u should be able to feel it (as the more fps and no dips should make the experience feels smoother and better)

i still suggest u to save up after that and get a CPU upgrade + monitor upgrade :)

OP shouldn't be in a CPU bottleneck as they mentioned they want higher graphics details which infers they already receive fine FPS at lower detail.

For higher graphics quality, you will need to upgrade your GPU.

the bottleneck will occur when he use the new GPU mate
his system for now is pretty balanced, but when he upgrade his GPU, his balance will be disrupted (although the performance increase is significant, the CPU will max out first before the GPU reach it's full capacity) especially since he's playing GTAV and PUBG (both is pretty CPU intensive, and the PUBG is still pretty unoptimized too)
