Hallo!
I am looking to buy a new pc purely for gaming - is it worth getting the AMD Ryzen 1700X over i7 processor?
It is gonna be running with GTX 1070..

Solution
If you're using a 60Hz 1440 or 4K monitor either option is good, in both cases it's more likely the GTX1070 will be the hardware holdup, in less demanding games the system will, obviously be held back to 60FPS regardless of configuration.
If you're on a fast 1440 display the vote would be split but I'd favour an i7 7700k.
For a fast 1080 display the i7 7700k rules, no question.

Also bear in mind your overall uses: For most users the i7 will be more than enough but if you regularly use heavily threaded serious applications like rendering, photo editing, video editing or 3D modelling software a R7 1700X chip will virtually eat an i7 7700k for breakfast, it'll also show a clean pair of heels to the Intel part if you stream or record...

If you wont OC and used only for gaming no. Also what i7 would you get 7700k that is the equivalent of AMD 1700X. The AMD is ~$30 cheaper compare to this two CPUs if price mater. Dont forget the MB price too I think you could get the AMD and MB cheaper then i7 + MB for the same class. Again if you have choose I would go for Intel+Nvidia if I would use AMD i will go for 1700X+VEGA.

Best priced Ryzens: 5 1600, 5 1600X, 7 1700, 7 1700X
Anything outside those 4 is no-longer the price over performance champions.
Depending on what you plan to do and budget, choose wisely.

I7 7700k is the best for gaming but it does not belong to those best bang for bucks.

Tips:
How about waiting until Coffee Lake?

If you can wait, Coffee Lake SHOULD be officially launched early in October, it may be wise to wait until the reviews are in before making such an expensive decision.
