Slow wifi after 10 seconds

After plugging my wifi dongle into my PC it jumped to 3Mbps but after 10 seconds or so it went to 121Kbps or so. I tried different ports which changed nothing, the dongle is plugged into a USB 3.0. My phone is working normal from the same location to same wifi.

The WIFI dongle is the: TP Link N150 Wireless Adapter

PC Specs:
i5 2300
Intel Motherboard
R7 360

Are there older/newer drivers available for the dongle you can try?
Can you test the dongle on another system? To verify that the unit actually works.
Try a USB extension cable, this will let you adjust the dongle location and let you tune in the signal.
