RX Vega 56 not able to play youtube videos

Hey, I have recently upgraded my gpu in my pc from a gtx 750 ti to the brand new RX Vega 56 and it is a great card, it runs all games I have very well, decent cooling, not to loud.. however, it seems that it is always at full load when at idle yet the fans do not crank up.. so not sure about that, but the red power usage indicators on the card show max power consumption and both msi afterburner and wattman show 100% usage all the time. It plays games fine though and gives me plenty of fps.. But if I try to load a video on youtube, my whole pc starts to lag very badly and the mouse does not even move in real time.. this also happens when I open videos in my pc files as well.. The drivers for this card are up to date and the old driver for the old NVidia card are all gone.. I do not understand this.. Does anyone know what it might be?

CPU - Ryzen 5 1600x 3.9ghz
MOBO - Asus prime B350-Plus
RAM - 2*8gb DDR4 Corsair Vengeance LPX 3200MHz
GPU - PowerColor Radeon Rx vega 56
PSU - FSP 750W 80 plus silver

I already have flash player on windows 10 and it shows that it is working, however, I do not know how to change the frequency of my monitor, and how many Hertz I should have it as
