All the other fans spins except the ones on the graphics card and nothing shows up on the screen

-Intel Kaby Lake Pentium G4560
-AsRock B250M-HDV
-Asus GeForce GTX 1050 Ti
-Silverstone 400W Strider Essential ST40F-ES230

Check if the GPU is seated properly in the PCI-E slot. It might be a defective GPU, or a defective motherboard slot. Since your motherboard only has one slot available for use, there's no way to make sure, unless you can run your graphics card in a friend's system.

It probably isn't spinning because the video card isn't getting required load to get hot enough. First, check to see if the fans on your GPU initially start spinning for a few seconds when you boot up your computer. They should then stop spinning.

Edit:- Question changed, Check if the GPU is seated properly. It's possible you just didn't get it all the way in there.
