new graphics card not working

Hi, I have just bought a new graphics card for my computer and put it into the slot the old one was in (PCIE 3.0) when i turn the computer on i get Bios error beeps (one long, three short) indicating video card failure. Any ideas what the problem could be? Should i return the card?

I am running:
EVGA GIGABYTE Z77X-UD3H mother board
i5-2500K CPU
EVGA GTX 1050ti graphics card

I'm new here and thought I´d ask since I have a similar problem: I got a Geoforce 9400GT, plugged it to my PCI-E slot, fan works but neither windows (10) nor my bios will pick up the card. I tried downloading the driver from NVIDIA but it won´t download since my PC won´t read the card. I have a very old PC: Intel E2140 @ 200 GHz; Intel I945 GCT-M motherboard. Running Windows 10 with all drivers up to date. I AM able to run an ATI Radeon 3450 card without any problems though...I was wondering if the PCI-E slot is not running enough voltage to run the 9400GT?
