Internet stability issues (maybe DNS related?)

I have been fighting with my ISP for a while trying to resolve an issue with stability. Ignoring all of my network hardware, I have even had the same problem plugged directly into the modem (even tried a replacement modem).

Ultimately after a while of being on, I start getting frequent timeouts. It doesn't matter what device or domain I am trying to reach, it just fails. Actually, even trying to reach my local network from the outside fails. However, besides random T3 timeouts, I am not seeing any errors on the modem's log or lights, nor anywhere else.

Thinking it was a DNS issue, I decided to try DNS Benchmark, however, upon starting it fails to verify internet access (even though I am able to surf the web). I have validated the software does work on other networks.

Any idea what could be causing this? I am at about wits-end constantly fighting with these issues, and since I have no other option for an ISP, I don't have much of a choice.

Unless your internet provider is really low quality, I doubt it.

might be computer related issue, did you test with other devices ?
do you connect wireless or wired ?
What your internet company ?
What speeds and technology is it ?
Did you clean up your computer from malware ?

Multiple devices: desktops, laptops (linux/os x/windows), iPad, smartphones, all recieving the same result
I have tested both wired and wireless, even directly plugged into the modem - same result always happens.
MCTV (small company local to Ohio)
Speed is 100 down 5 up.
There is no malware present on any machine.

One thing I though I should add is based on what I am seeing from Arris's website, my upstream power levels are a little low.

Per the general FAQ on the modem, it shows upstream power levels should be between 45 dBmV and 54 dBmV
