Solution
Its a game WITH steam, i bought it, since the game was running at low fps i moved it from my drive D to my drive C, the game launched before i moved it, my local drive C has 200 gigs,i just clicked on verify integrity of game cache and it said 1 file is missing, hopefully that is it
if it's a steam game you'll need to tell steam about the new folder location in the settings, then tell steam to download the game again (it will just do some minor editing of it's settings to make it playable)
you do this by opening the settings -> downloads-> steam library folders
then add the new folder you moved that game to as a library location

If its a game without steam you'll need to do a full reinstall.
