My dpc latency is stupid high at a nearly constant 1000 micro seconds with the occasional jump to 14000. What's causing it is ndis.sys and dxgkrnl.sys and I have no idea what to do about them, I can't find them in device manager or anything.

don't really know much about this.... first I've heard of it.

go to your Event viewer and look for errors.... windows been pushing some hanky updates...
try updating your network card driver from your PC manufacture site or motherboard site.
any driver you suspect....

the other issue might be graphics card related...

intel has a driver tool that will make sure your basic intel drivers are good.
as far as your graphics card driver..... the recomendation is to keep with the one at your motherboard/PC manufacture site.... or revert back your driver to a known good one for awhile till they might fix the latest one that doesn't play nice with the current one you have.

then run all the basic cleaning issues
Ccleaner/wisecare 365
malewarebytes
rootkitscans
antivirus scan
start up menu
revouninstaller
defrag mechanical drives
SSD keep under 75% space
