Random Lag Spikes

I play League of Legends, and no matter what settings I put it on as far as graphics I always lag. I normally start at 80-90 FPS then randomly spike to anywhere from 25-35 FPS. This doesn't always occur when there is a lot going on on the screen either. I am not using an older PC, or super old parts. I have updated my GPU drivers, and have tried uninstalling/reinstalling, and disabling/enabling, but nothing seems to work. My build consists of AMD Ryzen 1500X, 8GB Ram, Gigabyte Radeon RX 460 4GB, Corsair CXM 450W Bronze 80+ PSU, and Windows 7. I have tried changing the fan speed thinking it might be a heat issue, but even with fans going full speed I still experience the same problems. Any ideas?
Edit1. I think I figure out what's causing the issue. My PCI Encryption/Decryption Controller driver seems to be out of date. I can't find where the driver is though. Any ideas?

Open up task manager and watch by cpu usage. See if there are any process causing more than 1~2% while idle. If so investigate the program/process. I suggest running a boot time anti-virus scan and maleware scan.


You may need to update your motherboards bios and chipset drivers. If you have a b350 motherboard here is the latest driver update for windows 7.
