Zotac Gtx 1050 TI OC Displaying No signal

I bouught a new Zotac Gtx 1050 ti oc....... I had an upgrade from my old gt-610 .... which was running fine.... but this new gpu is displaying no signal.... tried everything.... unistalling old graphics driver..... fast boot off from bios.... i have a pcie 2.0 slot only on my mobo.... my psu is 450 watt processor i3 2120 3.3ghz....... have a vga monitor.....tried fitting the gpu tightly.... Nothing is working..... Also Gpu fan is working and i can use my Monitor from my mobo display output
I saved for 8 months for this card and now its not even working. ....
One more is that my BIOS doesnt have any PCI option... Neither any graphic related option

Sir Its an American Megatrends MoBo.... Lga 1150.... Windows 8.1 32bit... 4gb ddr3... Pcie 2.0....
Psu - Zebronics 450 watt....
Cpu-i3 2120 3.3ghz~
It only have One pcie slot..... Also BIOS is not showing Any Options For GPU.... And My Device manager is not showing Intel Integrated graphics....
I earlier had A GT 610.... Its still working fine

After I Plug In the New GPU... gpu fan are running.... But no signal is displayed.. But i can use the pc by connecting vga to mobo... Also It doesnt need any External Power Supply.... Just from pcie..... Also its a 75w pcie 3 card.... ..
 
The full brand and model of the mobo is needed. Just ECS doesn't tell anything.

Your PSU can only deliver 15A on the 12v rail. That may not be enough, specially considering it's a very crappy low quality unit and it is very likely it cannot even output the promised wattage and current.

Yes sir... I Know its crappy build
.... Back Then I knew nothing about pc and the shop owner used cheap parts to get a high Profit in my pc.... So sir i am upgrading part by part , the MoBo Is ECS H61H2-MV (SOCKET 0)
I dont know much about these things i am still learning.... Thank for being Responsive,Sir
